JACKSON TOWNSHIP, NJ – The Jackson Township Municipal Utilities Authority has put out a bid request to lease space on one of its two monopoles located at the Hyson Road facility to be used for cellular phone service.

LEGAL NOTICE JACKSON TOWNSHIP MUA Jackson Township, Ocean County NOTICE OF REQUEST FOR BIDS FOR LEASE OF PUBLIC PROPERTY Hyson Road Monopole No. 2 Lease Agreement, Contract No. CT-22230 PLEASE TAKE NOTICE that on Wednesday, September 14, 2022, at 2:00 P.M. EST, in the Township of Jackson, Ocean County, New Jersey the Jackson Township Municipal Utilities Authority (“Authority”) will accept sealed bids for lease rights on and in the premises known as part of Block 1701 and Lot 12.01 located off Hyson Road in Jackson Township. The terms and conditions of such lease are summarized as follows: Said lease rights shall include the right to install and maintain a Cellular Telephone Antenna for use in connection with radio transmitting and receiving equipment, including up to one (1) antenna array, on a portion of the property owned by the Authority, together with the right to erect and maintain an equipment shelter on said premises for equipment, all as further described in, and subject to the terms and conditions of, a sample lease form which will be on file in the office of the Executive Director for public inspection. The terms of the lease shall be five (5) years, provided, however, the Tenant shall have the option of extending the lease for four (4) additional renewal periods of five (5) years each. Bids shall be submitted for the annual rent of not less than Sixty Thousand nine hundred eighty and 02/00 Dollars ($60,980.02) to be paid for the first year of the term. Rent during subsequent years shall be adjusted at a minimum increase of three percent (3%). Bidders will be furnished a copy of the form of Sample Lease Agreement and specifications as part of the bid package. Each bid must be accompanied by a Bid Bond or Certified Check for an amount equal to ten percent (10%) of the bid or a maximum of $20,000.00. Such certification is to be without condition or qualification, and the check made payable to The Jackson Township Municipal Utilities Authority. Each bid must also be accompanied by an agreement to become Surety, properly executed by a Surety Company authorized to do business in the State of New Jersey and which agreement shall be attached to the proposal. All bidders shall be required to comply with N.J.S.A. 10:5-31, et seq. and N.J.A.C.17: 27, requiring each bidder and each subcontractor to formulate and submit to the proper authorized representative of the State of New Jersey an affirmative action program of equal opportunity, which guarantees minorities employment in all categories. If a bidder is a corporation, Subchapter S corporation, partnership, limited partnership, or limited liability partner or company the bidder, in conformance with N.J.S.A. 52:25-24.2 et seq., shall submit with its bid a statement setting forth the names and addresses of all stockholders who own a ten percent (10%) or greater interest in the firm. All bidders are advised of the penalties for false, deceptive or fraudulent statement as required by N.J.S.A. 40A:11-33 through -34. The Project shall conform to the Local Public Contract Law, N.J.S.A. 40A:11-1 et. seq. The Authority reserves the right to waive any informalities or to reject any and all bids, in accordance with N.J.S.A. 40A:11-13.2. Said lease rights may be sold to the highest bidder in accordance with the provisions of N.J.S.A. 40A:12-14 and -24, with reservation of the right to reject all bids is the sole discretion of the Jackson Township MUA. No bid may be withdrawn for sixty (60) days after opening of the bids. All bidders are required to comply with the Regulations of P.L.1975 C.127.
